The index is the map that provides directions for you to arrive at the destination you desire within the report. Let’s face it, the evaluation report is long. Usually, the only people that read it from cover to cover are those involved in writing the report. Evaluation team members may only read the sections related to their expertise then skim or glance at the rest. If most people read evaluation reports by jumping from section to section without reading the entire report, then the index becomes one of the most crucial components to include in the report.
