When reading a journal article, most people read the abstract and conclusion first because they provide an overview. This concept can be applied to reading an evaluation report. Keep in mind that the audience can often be those who requested the evaluation. They wanted to know the answer to questions relating to their program and the conclusion is a common location to find information regarding data interpretation and meaning.
